During a meeting in Montevideo, Mercosur member states Argentina, Brazil, Paraguay and Uruguay – in the absence of Venezuela – agreed on an emergency plan to maintain the bloc’s operating capacity.
It was decided that Uruguay will continue leading the negotiations with the European Union and Paraguay with the Pacific Alliance. There will also be regular meetings of the founding members. Mercosur is expected to operate until the end of this year without a pro tempore presidency which, according to alphabetical order, should have been passed to Venezuela. Due to claims that Venezuela routinely violates human rights and does not respect the democratic principles of the union of states, the other members voted against this country exercising the presidency.
