Former Uruguayan minister of the economy Ignacio de Posadas has declared the failure of the Mercosur South American Common Market. In his opinion, Uruguay should seek new mechanisms of economic liberalization outside the regional bloc. “Mercosur has failed and it is very painful to me because I worked on it for many years, and now Mercosur is being strangled by a network of bilateral agreements,” said Posadas.
On 21 May, during a meeting in Brasilia, Brazilian President Dilma Rousseff and her Uruguayan counterpart Tabaré Vázquez sent a clear message to their Mercosur partners, Argentina, Paraguay and Venezuela. Both complained that trade agreements with countries outside Mercosur are being blocked and demanded greater opening.
